A House of Refuge and Correction was established in 1875 for the restraining and reforming of youth of both sexes within the city of Toledo. The buildings had been completed in 1873 but occupancy had to be deferred until funds could be provided to maintain the facility. The first commitment to the institution was on May 11, 1875.
